    The Environmental Portfolio at The Pew Charitable Trusts
    For more than twenty-five years, Pew has been a major force in educating the public and policy makers about the causes, consequences, and solutions to some of the world’s most pressing environmental challenges. Our environment work spans all seven continents with nearly 250 professionals working full-time at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large wilderness ecosystems that contain a great part of the world’s remaining biodiversity, and the destruction of the marine environment.

    In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Since 2005, Pew’s ocean conservation program has expanded around the world and has played a significant role in reforming marine fisheries management in the European Union and on the high seas. Our work is grounded in the best available science and our goal is to reverse the decline of ocean life ranging from sharks and tunas to penguins and whales, and the habitat on which they depend.


    Global Campaign to End Illegal Fishing
    At least one fifth of all fish taken from the sea are caught illegally or beyond the reach of regulators. This significantly threatens the health of the global ocean ecosystem and undermines the economies of countless fishing communities around the world. Fishing grounds in developing countries and on the high seas are especially vulnerable to exploitation by companies that engage in illegal, unreported and unregulated (IUU) fishing. International crime in fisheries flourishes because flag states do not fulfill their legal obligations to control the fishing operations of their vessels, and port states do not have the tools or incentives to identify and prosecute these crimes in port.

    There is no single action capable of addressing IUU fishing. Many tools must be marshaled to close down the avenues for illegally caught and unregulated fish. The campaign is working to lay the foundations for a global system of enforcement to combat illegal fishing through the adoption and effective implementation of policy measures that enable the identification and tracking of industrial-scale fishing vessels, the development of practical tools to improve information-sharing among enforcement authorities, and the building of the necessary human and technical resources to sanction such vessels if they have engaged in illicit activities.


    Position Overview
    The manager will focus on the policy work of the campaign which is vital to ensuring the vision Pew has to combat illegal fishing is implemented. The position will lead and coordinate the campaign strategy that relates to the Port State Measures Agreement, the Cape Town Agreement, Unique Vessel Identifiers (IMO Number), the mandatory tracking of vessels and Flag State obligations. It will include outreach to key stakeholders and coordination of engagement with stake holders, market entities, policy makers, international organizations and in international fora, as well as with Pew. The manager will work closely with the project director and the senior officer responsible for enforcement and compliance to ensure the delivery of policy objectives across the project with a specific focus on advocating for the use of key policies to combat illegal fishing within a truly global system of enforcement. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.



    • Design, develop and deliver policy objectives, milestones, and tactics for the policy team in line with overall campaign objectives and broader departmental goals, adhering to department strategy and protocols and seeking out guidance from department leaders.
    • Supervise, lead and develop policy staff and liaise and coordinate with the enforcement and compliance teams within the project and across Pew campaigns.
    • Manage allocated resources to maintain alignment with the overall budget plan.
    • Analyze the results of various research, investigations and partnerships and pull into a coherent, multi-tiered, multi-year plan for building and delivery of our policy work.
    • Work with the campaign project director and other international ocean conservation program campaigns to integrate thinking on fisheries policy across the Pew oceans program.
    • Identify and manage consultants and develop contracts to deliver policy, research and market goals and projects, as well as consult with experts from a variety of fields who can help inform project development and implementation.
    • Collaborating with the campaign project director and other Pew staff to provide project partners/donors with regular updates on project advancements.
    • Working with Pew team members on special projects and initiatives, as necessary.
    • Represent the Pew and the campaign at meetings and events where relevant enforcement policies will be discussed.
    • Direct the development of communications materials and coordinate closely with Pew communications officer to ensure that all materials are in line with Pew strategy.


    • Bachelor's degree required. Advanced degree or equivalent experience preferred.
    • At least eight years of specialized experience in the field gained through professional education, training and professional experience. Experience in international fisheries policy, marine conservation or maritime law or enforcement issues desirable.
    • Minimum of two plus years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel.
    • Excellent written and oral communications skills, including communicating complex ideas for a general audience.
    • Strong interpersonal skills, including the ability to develop and manage productive relationships with staff, consultants, partners, and others.
    • A detail-oriented style with a focus on results. Ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move projects forward with independence and autonomy, yet working in a cooperative spirit in a multi-disciplinary team.
    • Available outside normal business hours when essential to organizational priorities.
    • Computer-assisted reporting skills or experience with Microsoft Excel, Microsoft Access and/or research databases a plus.
    • Ability to fit into a creative, fast-paced, and highly professional corporate culture which emphasizes excellence, collegiality, and teamwork. Has a proven track record of working as a member of a team and individually to meet goals.


    Anticipate up to 25 percent domestic and international travel will be required.
