The Government Performance Portfolio within Program
Pew’s government performance work identifies and advances effective approaches to help solve complex challenges at all levels of government in the United States. 
 
The portfolio’s work can be traced back to our founders’ early efforts to improve the lives of Americans by supporting efforts that promoted health, civic engagement, and democratic ideals. Today, we conduct research on emerging topics, develop data-driven reports, and highlight innovative, non-partisan approaches in addressing complex problems at the federal, state, and local levels as well as the interplay that can occur between jurisdictions. Public Safety Performance Project 
The public safety performance project was launched in 2006 as an initiative of The Pew Charitable Trusts. The project helps policymakers advance fiscally sound, data-driven policies and practices in criminal and juvenile sentencing and corrections that protect public safety, ensure accountability, and control costs. Position Overview 
The senior associate will assist states interested in reducing the size of their community supervision system and improving the effectiveness of probation and parole, while supporting the entire spectrum of activity under the project. 
 
The position, based in Pew’s Washington, D.C., office, reports to a manager, public safety performance project. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.

Responsibilities

  • Reporting to a manager, PSPP and in consultation with colleagues across PSPP and Pew, the position will help:
  • Provide high-quality data analysis of state-level corrections and court data collection and synthesize data from multiple sources. This includes preparing data for analysis and working with state partners to ensure the use of common definitions and accuracy in analysis and interpretation. Typical investigations include: drivers of the prison population and community supervision systems; trends in admissions to prison and releases from prison; and, major trends impacting the size of the correctional supervision populations such as rates of technical violations of supervision, length of stay, recidivism, and successful completions.
  • Assist with the design of data collection instruments, protocols and processes for working with state and national corrections and court data.
  • Develop a framework for other forms of data collection when the needed information is not in a database. For example, creating a file review process, survey development, and more.
  • Produce simulations of policy impacts on correctional populations. This includes collaborating with colleagues and contracted partners to develop a model for forecasting prison/facility populations, community supervision populations, and estimating the impact of specific policy interventions on those populations.
  • Prepare reports and deliver presentations for state policymakers, practitioners, and stakeholders about the drivers of the state community supervision population and the impact of policy interventions.
  • Participate in meetings with state and federal leaders from the judicial, executive, and legislative branches and being able to communicate analyses in an effective and precise manner.
  • Support coordination of a state effort that includes collaboration with other PSPP external partners, national and state-based stakeholder organizations, and consultants.
  • Maintain and continue to develop an understanding of emerging research and polices surrounding community supervision, its scale and consequences, as well as sentencing and corrections issues through monitoring publications and participating in conferences, seminars and other professional development activities.

Requirements

  • Bachelor’s degree is required, advanced degree in public policy or another relevant field preferred.  
  • At least four years of applicable experience in criminal or juvenile justice research, and data and policy analysis, with demonstrated knowledge of at least one of the following areas: probation/parole, courts, law enforcement, corrections, prosecution, or criminal defense. Experience working with policymakers, criminal or juvenile justice officials, probation/parole agencies, behavioral health, and criminologists strongly preferred. 
  • Strong quantitative skills with experience in statistical and economic modeling. Experience with statistical software packages such as SPSS, SAS, Simul8 and/or STATA also preferred.
  • Strong research and analytical skills applied to public policy issues, including an ability to synthesize and summarize large amounts of information, and to focus quickly on the essence of an issue.
  • Ability to communicate ideas, thoughts and concepts clearly and concisely and in a compelling way, both written and orally. A clear, effective writing and presentation style.
  • Strong project management skills that include: outstanding organizational and time management skills, the ability to handle several projects at different stages simultaneously, attention to details, and a demonstrated ability to meet deadlines while moving projects forward with a high degree of independence and autonomy. 
  • Superior ability to work with people and in a team environment.

Travel
This position requires occasional domestic travel to meetings and conferences.
